Citi Reaches a “Deal” to Repay TARP?

One of the big business news stories today is that Citigroup has reached a “deal” with the government to repay its TARP money.

This sounds so suspicious to me — why the need for a “deal?”  Citi should just freakin’ repay what they were loaned at whatever interest rate it agreed to when it accepted the loan.  You and I don’t borrow money and then make a deal as to how we’re going to repay it.  We work out those terms before we borrow it.

I can’t wait hear more about the details of this.
