The White House Can’t Justify Citigroup’s Billion Dollar Tax Break

White House Press Secretary Robert Gibbs was asked today about the billions of dollars in tax breaks Citigroup was given in a “deal” to repay its TARP money (i.e. taxpayers are the big losers).

The guy hemmed and hawed but couldn’t justify a “quiet change to the law” that took place last Friday specifically for Citigroup.

What I want to know is since when are laws changed by essentially waving a wand?  Where are the checks and balances?
