“Massey Energy CEO confirmed the company has offered families [sic] some of the 29 victims of the Upper Big Branch Mine explosion a settlement of $3 million.”

I was a paralegal in my former life. A “settlement” means it’s over, done. gone. You can’t talk about what happened.
Massey’s looking out for Massey.
